Help keeping wheels clean

Once they are clean you need to get a durable wax or sealant on there to protect the surface. There are many different waxes and sealants around, so your budget will probably determine what you will be looking at getting. Jetseal 109 is fantastic, but expensive at over £20 for a bottle, then there is Collinite 476 which is about £14, a couple of coats of that will last for a couple of months before you need to re-apply
