Yeah, an AFR of 15:1 under load is lean. The chances are though he simply stuck a probe up the tailpipe which is far from accurate, so I wouldn't worry too much. That and the fact your engine probably misfire if running that lean under full throttle. Any exhaust leaks or whatever can throw off these tailpipe sensors. 12:1 is quite rich for a n/a car, but not one equipped with a catalytic converter (in which case i'd expect richer than 12:1).
