No, that's correct. I think mine is 18% at idle and foot on the floor is 85%. 0% and 100% are the theoretical limits of the system. The ECU takes the lowest reading it has seen and subtracts it from the current reading, so as far as the ECU in your car is concerned 16.7% is zero throttle opening.
