Handbrake excess travel, not locking wheels effectively

98 Escort 1.8 Si with rear drums.

Excessive travel in handbrake, locking drivers side more than passenger side, not locking sufficiently.

I've replaced the short front handbrake cable as the adjuster thread was worn.

I've stripped the drums, everything is fitted correctly, operating freely, nothing seized.

At present, the handbrake is adjusted so 4 clicks of the ratchet is its maximum, although the handbrake is applied, its still possible to eventually move the car when pushed.
