no expert on this, but would have said no, if they have still got the balance weights on, obviously if a lot, then something wrong, other than that you wont know untill they are balanced, when you fit tyres, you pays your money and take you chances, but may be proved wrong

Sometimes you can't even see flat spots. Only way I know is to fit them onto your car and spin them.
