where is air con fuse escort gti

hi ive got 1998 3dr escort gti with knackered air con its never worked but as there is no gas in the system the air con clutch is engaging to try and find pressure in the system and causing my car to over rev. usless haynes manual said its was fuse number 32 but that didnt work then looking through said usless manual it said there was another fuse box in the passenger footwell only thing i found was my ecu can anyone please tell me where the fuse for the air con is so i can stop the clutch engaging and using all my fuel cheers.
