Unplug the sensor that feeds the gauge and short out the plug (on the loom side) with a piece of wire or safety-pin or something.. the gauge should go full sweep...

 

The right sensor is on the underside of the thermostat housing, near the coilpack.

I also have a very strange but similar problem:

 

my temp gauge has never worked, with two different dash's (so i cant be the dial) the standard & the Cosworth dash i fitted. BUT the fan kicks in when it get to warm (eg: in traffic)....

 

what can this be?

I just ignore it, i cant do any harm seeing as the fan is kicking in.

 

the dial sensor is fucked then.

 

Is this on the engine or in the dash, because iv had two completely different dash clusters. If its on the engine maybe a part number or pictures would help?
