Untold amounts of police cars/vans/bikes etc there, most of them were there for no reason aswell. Personnally I think that if they stop it from happening in the ladymead then everyone will just move on (either farnborough gate or reading maybe) also if they block off the areas it can happen then they also run the risk of the people doing all thier stupid shit on the roads with everyone else around. Obviously this isnt a good thing, and this could cause them alot more hassle. If anything they should allow an area for everyone to go to and then control whats happening.
