If that was the case then you'd be pretty fucked if you were doing a dummy build and for when you do your measurements. Yes there are stretch figures, but these bolts just get torqued at say 30 ft-lb and that's it. If you really want, you can measure the bolt length to see if it's stretched beyond tolerances.
