how can i do this type of petrol cap i dont want to cut the hole bigger

When you attach this panel, take all the area its bonding to, and anything the filler will touch right back to bare metal. Don't just key the surface or it will crack. Also use a good bond like Tiger Seal and fill the void at the back between the panels with expanding foam. It will stop the panel moving in and out as theres a void which will lead to cracking.

for the back of the arch to line up you'll need to cut about an inch or so out of the whole thing in the middle

ok so i chop an inch out of the middle that will solve the arch problem, then the petrol hole moves an inch out of place more of a ball ache im just going to fill out with expanding foam shape it up with a blade and fibre mat it much easier plus im toying with the idea af chopping the arch out abit and welding it up so it prepred for some cossie rims if i get my hands on some which i plan to
