If you'r a bit tasty with fibreglass and filler.... and don't mind spending a whole weekend at it, I shouldn't think it's impossible! May need widening, so cut it straight down the middle, line it up perfectly then fibreglass in between with a mould you make (I use strips of masking tape to form a mould ). If its to fit a mk6 escort, cut the top section off the bumper,' glass and filler it in. Would need to be cut accross and deepened (same routine as widening) to have the necessary impact imo.
