My point is that the game is about geograhical location, not population, so if the UK consists of approximately 94k sq miles, and Scotland accounts for 30k sq miles, then almost 1/3 of the questions should relate to places within Scotland. I get loads of scottish locations when i play it. Edinburgh, Glasgee, Thurso, Edinburgh, Aberdeen, Inverness, Falkirk, Kirkwall all came up, plus a few others.
